ROCKDALE COUNTY WATER QUALITY DEVELOPMENT PERFORMANCE REVIEW
Abstract
After a watershed management study is conducted and a plan adopted, local planners and engineers are often faced with the questions,How do we practically translate these recommended management strategies or best management practices recommendations into zoning and subdivision regulations, capital improvement plans, and assistance programs?How do we encourage effective site design and also provide flexibility in meeting environmental objectives?Is there a practical, economical way to track how the design and best management practices are working?”In September, 1999, Rockdale County initiated a Water Quality Development Performance Review to strengthen its use and evaluation of site-based management practices. This Performance Review has two key components: a Preconstruction Review to encourage Low Impact Development Design and Habitat Monitoring to help track the effectiveness of BMPs.This paper documents Rockdale County's innovative Development Performance Review, including its procedures, and program cost/staffing requirements.
