Burnoski, Louis

Louis Burnoski is a senior civil engineer and project manager in the AECOM Akron, Ohio office and has worked in the industry for fourteen years. His experience includes water and wastewater treatment plants, water distribution systems, sewer systems, pump stations, detention basins and sanitary sewer and stormwater studies. His experience in these areas includes preliminary engineering, detailed design, plan and specification preparation, project management, technical report composition, and construction services. He has worked with numerous municipalities, county agencies, private entities and the EPA. He obtained Bachelor's and Master's degrees in civil engineering from Case Western Reserve University in Cleveland, Ohio.

A Public-Private Collaboration for Replacement of a Collapsed Sewer

Abstract

Often municipalities are faced with decrees from regulatory entities mandating specific infrastructure improvements to be done by specific dates. Often municipalities will respond to these decrees by doing exactly as asked. However, spending additional time and effort engaging outside partners can lead to substantial cost and time savings. The Northeast Ohio Regional Sewer District was able to do exactly that in completing the required improvements to one of its combined sewer overflow discharge pipes. Work that was originally estimated over $7 million total project cost was able to be completed at roughly half of that amount and about 10 years ahead of schedule after exploring alternate means of project delivery through working together with a large steel company located on land near the combined sewer overflow. This example project can serve as a demonstration of how to engage with other stakeholders that are not always considered during infrastructure planning.
