Unincorporated Los Angeles County Green Streets Master Plan: Effective Site Screening and Selection Process Enables Timely Implementation to Improve Water Quality

Abstract

In response to the National Pollutant Discharge Elimination System (NPDES) Municipal Separate Storm Sewer System (MS4) Permit Order No. R4-2012-0175 (Permit), the County of Los Angeles Public Works (County) is developing a Green Streets Master Plan (GSMP). The GSMP is designed to plan efficiently and economically for long-term implementation of green street projects. As the initial step to the completion of a Green Streets Master Plan, a “first of its kind” elaborate screening process and feasibility study was conducted to identify, rank and evaluate the “biggest bang for the buck” 110 half mile roadway segments for green street retrofit throughout the unincorporated area of Los Angles County. The screening process started with 5,336 miles of roadway and screened down to 55 miles through four phases of the screening process. Phase 1 considered roadway slope and areas of known contamination. Phase 2 considered geotechnical constraints. Phase 3 considered hydrological considerations for surface features and Phase 4 considered physical consideration including roadway, sidewalk and median widths as well as drainage basin size and distance to a major storm drain. This paper details the screening process and which considerations were the most important.
