Goel, Nitin

Nitin Goel is leading Central San Special Projects Asset Management Group in Engineering Department. Some examples of the Special Projects are Planning the Design of Steam Systems, Secondary Process, Aeration Blower, and Electrical System. In addition, Asset Management Group assists Central San in optimizing the treatment plant and collection system via developing and procuring the state of technologies, applications and change management. In past, Nitin was the task lead for Central San Comprehensive Wastewater Master Plan for the Treatment Plant and Manager of the Applied Research Optimization Committee. Nitin has fourteen years of planning, design, and construction experience in wastewater and has worked both in private and public sectors. Nitin holds Professional Engineering licenses in Civil and Mechanical Engineering in State of California. Nitin holds Bachelors in Civil Engineering from Indian Institute of Technology, Delhi, India and Masters in Civil and Environmental Engineering from Duke University.

An Adventurous Journey of Implementing Asset Management Program at a Public Agency

Abstract

Central Contra Costa Sanitary District (Central San), located in the San Francisco Bay Area, provides wastewater collection and treatment services for about 500,000 residents (Figure 1). Central San has invested significant resources in its physical assets, which range from above-ground equipment, like pumps and structures, to below-ground gravity sewers and force mains. At Central San, asset management refers to the body of business principles aimed at optimizing the lifecycle costs of asset ownership while managing for an acceptable level of risk. Several years ago, Central San embarked on a formal Asset Management Program (AMP) to implement best management practices.

Painting the Full Picture—Condition Assessments Upgraded to Comprehensive Asset Evaluations

Abstract

As Wastewater Resource Recovery Facilities (WRRFs) encounter critical decisions on how to deal with aging infrastructure and future regulations, condition assessment inspections provide valuable estimates on the remaining useful life (RUL) of individual assets. There are however many driverswhich can exist for replacing an asset ahead of its condition-based RUL—including safety during operations/maintenance, impending regulatory requirements, capacity, and availability of spare parts This paper will detail the comprehensive asset evaluation (CAE) process developed to assign a RULs for the capacity, regulatory, and sustainability/optimization drivers through a consensusbuilding effort with engineering, operations, and maintenance plant staff. The primary goal of the CAE process is to fast track optimization efforts (especially for assets with significant RUL based on condition assessments), identify opportunities to extend RUL, and systematically identify asset/systems that need to be replaced as part of short term, near term, and long term capital projects. The CAE process also aims to yield simple and easy-to-communicate timelines from difficult to define drivers (i.e. sustainability/optimization). For this case study, CAEs were completed for Central Contra Costa Sanitary District (Central San) steam, secondary process, and electrical assets as part of the Energy Systems and Aeration Systems Upgrades Project (Steam Project).
