Brian is a registered Professional Engineer in the state of Texas and received his B.S. in Civil and Environmental Engineering from the University of Maryland, College Park. He is an Project Engineer with V&A Consulting Engineers and has 9 years of experience in the field of wastewater odor and corrosion control. He has worked on a multitude of projects nationally evaluating and monitoring odors/corrosion and ventilation dynamics in both wastewater treatment plants and collection systems. He has experience selecting odor control technologies, fan testing to size odor control facilities, and biofilter startup inspections. He has also conducted confined space entry investigations of wastewater infrastructure, including a deep tunnel sewer inspection.

Keeping A Safe Distance: A Risk Based Approach to Odor Mitigation Buffer Zones

Abstract

Odor complaints can often be one of the most perplexing problems when operating a wastewater system, due to their subjective nature and seemingly unpredictable pattern. Buffer zones can be one of the most important mitigation methods used in a comprehensive odor control strategy to reduce the likelihood of offsite odor complaints. In the face of development, the impact of the buffer zone on mitigating odor complaints must be quantified and a modified odor control strategy must be developed to provide an equivalent level of odor mitigation. Understanding the risk associated with the odor perception of new neighbors is key to identifying the value of a buffer zone beyond the potential for increased development. An odor control evaluation was conducted at the City of Woodland (City) Water Pollution Control Facility (WPCF). Field olfactometry and bag samples were collected from various process areas to characterize the intensity and odor emission rate and the data were used to develop an odor dispersion model to identify the potential for offsite odor impacts. Based on the results of the dispersion model for the existing condition, it was determined there was minimal risk for offsite odor impacts beyond the WPCF 0.5 mile buffer zone (under modeled conditions). Within the buffer zone, the odor concentrations were generally between 2 to 4 D/T outside of the WPCF fence line. It was determined that any change in the buffer zone should be accompanied by odor control measures that produced a similar level of risk for odor complaints as compared to the current condition. As a result, 1 D/T was used in the dispersion modeling analysis as the boundary condition for determining the likelihood that the 'no odor' target may or may not be achieved under various conditions. Strategies such as new vapor phase odor control facilities were developed for mitigating odor emissions using this target under revised buffer zone distances and cost estimates were developed to determine the potential financial impact of residential development within the existing buffer zone.
