Hughes, Jamie

Jamie Hughes is a Water Resources Analyst in the Regulatory Affairs Department at Clean Water Services, a water resource management utility in Washington County, Oregon. Jamie assists in the implementation of Clean Water Services' NPDES permit and permit-related programs including the watershed monitoring program and water quality credit trading program for temperature. Jamie is also actively involved in CWS' integrated planning efforts. Jamie is an active member of WEF, Oregon ACWA, and PNCWA and serves on several committees within those organizations. Prior to working at Clean Water Services, Jamie graduated from Oregon State University with a Master's degree in Environmental Engineering and a minor in chemistry. She is so excited and honored to be presenting again at WEFTEC with water quality professionals from all over the world!

Managing and Visualizing Complex Permitting Requirements

Abstract

Clean Water Services is a county service district providing wastewater, stormwater, stream restoration and related watershed management services in Washington County, Oregon. Clean Water Services’ watershed-based National Pollutant Discharge Elimination System permit includes requirements for monitoring influent, effluent, and biosolids at the four water resource recovery facilities; monitoring industrial discharges into the collection system; conducting stormwater quality monitoring; discrete in-stream water quality monitoring; physical conditions monitoring; streamflow and dissolved oxygen monitoring using continuous recording devices; and biological monitoring consisting of macroinvertebrate surveys. Existing spreadsheet solutions depend upon institutional knowledge, can put compliance at risk, and do not give department managers an overview of overall progress. This manuscript documents Clean Water Services’ efforts to develop a visual dashboard that effectively tracks the many complicated permit-required monitoring requirements progress and enables staff to more easily track compliance with the requirements in a single location.

Watershed-based Permitting as a Catalyst for Landscape-Scale Restoration in Urban and Agricultural Communities

Abstract

Clean Water Services (District) is a regional county service district providing water resource recovery, surface water, and ecological restoration services in the Tualatin River Watershed in Washington County, Oregon. Clean Water Services’ watershed-based National Pollutant Discharge Elimination System permit allows for the implementation of a water quality credit trading program for temperature which includes riparian and river flow restoration activities. These activities help meet regulatory requirements and also catalyze a landscape conservation program implemented by over 40 public, private and nonprofit organizations (www.jointreeforall.org). Key to this success was the creation of transformational partnerships with a common goal and the ability to leverage millions of dollars of additional resources. This manuscript discusses the benefits of the District’s community-based water quality credit trading program and the many opportunities available for leveraging local, state, and federal dollars to expand the breadth and depth of large watershed-scale restoration.
