Identification and Assessment of Critical Wastewater Facilities for the City of Baltimore, Maryland
Abstract
The City of Baltimore, Maryland is addressing the challenges posed by an aging infrastructure placed under increasing service demands. Concerned that problems with critical components of the wastewater collection and conveyance system could result in unintended sanitary sewer overflows (SSOs) to the Chesapeake Bay, the City proactively prepared a comprehensive Emergency Response Plan. This Plan was prepared in accordance with the previously circulated U.S. EPA guidelines for development of a Capacity Assurance, Management, Operations and Maintenance (CMOM) program. The planning project initiated by Baltimore City is similar to future efforts that may well be required of most major municipalities.
