Abstract
The Truckee River system, a highly adjudicated system, is an ecologically unique water resource that originates at the outlet of Lake Tahoe, California, and terminates at Pyramid Lake, Nevada. The river system, with a number of competing uses including domestic and municipal water supply, irrigation, watering of livestock, recreation, propagation of wildlife and propagation of aquatic life, is a highly regulated river environment. In addition, the river system provides for critical habitat for the Lahontan cutthroat trout and the endangered Cui-ui fish, which support the livelihood of the Pyramid Lake Paiute Tribe (the downstream state).
