INTEGRATING WATER RESOURCE PROTECTION INTO LOCAL PLANS, ORDINANCES, AND PROGRAMS
Abstract
The Water Quality Management Plan for Southeast Michigan recognizes that there are several contributors to water quality impairments in Southeast Michigan. The Plan shifts emphasis from end-of-pipe control strategies to improved planning and design standards. Opportunities for Water Resource Protection in Local Plans, Ordinances, and Programs was prepared to provide tools for planning and design that consider water quality protection. It provides local governments with a continuum of options for preserving and restoring water resources and demonstrating the connections between local plans and ordinances. Included in the publication are many issues relating to new federal regulatory requirements for stormwater management.
