Abstract
King County, a wholesale sewer service provider to 34 politically independent jurisdictions in the Seattle metropolitan area, is working collaboratively in a consensus-based process with these local agencies to develop a long-term regional infiltration/inflow (I/I) control program. This program development process is based on a multi-year study to quantify levels of I/I in local agency collection systems, determine the effectiveness of various I/I removal rehabilitation techniques, and analyze the cost-effectiveness of conducting I/I rehabilitation projects in local agency systems and on private property, where it is estimated a majority of I/I originates.A major element of this study was conducting 10 I/I Rehabilitation Pilot Projects in local agency systems and on private property. This paper presents some of the challenges encountered in conducting this work and strategies employed to educate and involve the public, gain permission from property owners to access private property, and the coordination required with the local agencies when King County was managing projects in other jurisdictions' service areas. The paper also presents the costs and I/I reduction effectiveness for each of the pilot projects, as well as providing some background information on how projects were selected, how system components were targeted for rehabilitation, and the flow monitoring and hydraulic modeling conducted.
