Abstract
This paper reviews the project development and execution associated with start-up of Portland's Westside Willamette CSO (tunnel and pumping) System. The main focus of the paper will discuss the methods to determine system modifications to redirect flow to the new CSO system and how interagency cooperation played a critical role in meeting the logistical, technical and managerial challenges associated with the extremely dynamic overall system startup process.
