But the city plans to move to a more decentralized approach.

The city’s Utilities System Master Plan – completed most recently in 2015 – has recommended decentralized water and wastewater systems as needed when the population expands from the core or central region of the city. The plan recommends that a new WRRF and drinking water facility be constructed in both the eastern and western boundaries of the City.

To date, the city has not implemented a decentralized approach, but facilities are in place to move toward this. For example, piping systems are in place that can be reversed or repurposed. Provisions and plans also are in place to construct and have a second WRRF operational by January 2020.
