Abstract
The Allegheny County Sanitary Authority (ALCOSAN) is a regional sewer authority serving a population of approximately 836,000 across 83 municipalities in western Pennsylvania, including the City of Pittsburgh. Currently ALCOSAN is finalizing its Clean Water Plan (CWP) to reduce combined sewer overflows (CSOs) and substantially eliminate sanitary sewer overflows (SSOs). The CWP is composed of four primary programs including expansion of ALCOSAN's treatment facility, increased conveyance capacity, regionalization of multi-municipal sewers, and controlling stormwater and groundwater at its source.
