Mission Accomplished: Port Huron Completes CSO Control Program Through Comprehensive Plan and Attention to Detail
Abstract
The City of Port Huron, Michigan completed their CSO Control Program in 2020 and received final approval from the state of Michigan in September 2022. The program was initially planned in 1992 and construction began in 1997. In addition to eliminating all CSO discharges, the program resulted in significant upgrades to the community water, sewer, and roadway infrastructure. Post construction wet weather flows were minimized through a private inflow removal program and through infrastructure sizing designed for wet weather peak flows. Following program completion, basement backups and illicit connections to stormwater infrastructure were essentially eliminated. Costs were consistent with initial projections and rate payer impacts were minimized through leveraging a wide variety of grant funding, and scheduling projects to coincide with work by other agencies (such as the Michigan Department of Transportation).
The City of Port Huron implemented a CSO control program from 1992 to 2020 that was certified complete in 2022. Through detailed investigations, coordination between agencies, and comprehensive implementation, the City achieved multiple objectives and met expectations for program cost. The program achieved regulatory objectives, improved the operation and maintenance of the system, and increased the level of service to City ratepayers.
