It takes Two to Tango – Partnership of Engineer and CMAR leads to Successful Project Delivery for Client!
Abstract
Due to the rapid industrial growth in City of Chandler, the City needed to upgrade their Water Reclamation Facility (WRF) infrastructure within a short period of time to be able to treat the increased flows with different waste characteristics. Expansion of the already master planned Airport WRF (AWRF - existing facility) was the best option considering the aggressive schedule. In addition, the industrial discharges have lower Biological Oxygen Demand (BOD) / Chemical Oxygen Demand (COD) but higher Total Nitrogen (TN) than typical domestic sewage affecting the Carbon / Nitrogen ratio (C:N) which is a key parameter in the biological treatment process of wastewater. The AWRF is located in the City of Chandler within the Phoenix metropolitan area in Arizona. The City had two primary goals for this expansion project. The first measure of success was to ensure project completion and commissioning on time and under budget. The project team was able to meet City’s goal with the construction cost also under the City’s budget. In addition, the team was able to accomplish the other goal of having the facility modifications and additions completed ahead of additional flows being discharged to the City’s collection system. The team succeeded in achieving these goals mainly due to the open and seamless communication amongst the City, the Engineer and the Construction Manager at Risk (CMAR) throughout the project with most issues resolved at the filed level and very few, if any were escalated to the Management level.
