Abstract
Master-planning efforts for the Bowery Bay Wastewater Treatment Plant (WWTP) identified nearly sixty specific recommended improvements to be implemented over a 25-year, long-term master-planning horizon. The recommended improvements were organized into short-term improvements for implementation over five years between 2015 and 2020; mid-term improvements for implementation over the following five years between 2020 and 2025; and long-term improvements for implementation over the following fifteen years between 2025 and 2040. Based on the master-planning efforts, the New York City Department of Environmental Protection’s (NYCDEP) existing 10-year capital improvement plan (CIP) was recommended to be revised to incorporate additional capital projects, and to defer several capital projects to the long term. The revised 10-year CIP has an estimated budget of $257 million (in 2015 dollars). The new, 15-year portion of the full, 25-year CIP has an estimated budget of $741 million, which includes forecasting for potential future regulatory and process-optimization drivers.
