How to Cost-Effectively Manage Biosolids via Public-Private Partnerships (P3) & Alternative Financing Models
Abstract
Public-Private Partnerships (P3) utilizing various financial delivery methods are becoming a more common way to maximize the best skill sets and expertise of both the public agency and the private sector to cost-effectively deliver biosolids management services. P3s allow each sector to share in the rewards and risks in the delivery of efficient services to the municipal ratepayers. Simultaneously, they enable the municipality to preserve limited capital funds for projects that are not suited for a P3 delivery. This paper describes the rational for the rise in the demand for P3s, the public and private sector's strengths, the advantages of P3s, keys on how to create successful P3s, and examples of successful biosolids management projects that have used various P3 financial delivery methods.
