Abstract
Portland is Maine’s largest city and one of the oldest in the country. It has extensive aging infrastructure and miles of combined sewers. Portland Public Services, which services this system, has become an organization responsible for a complex range of duties, so the city has undertaken a ground up assessment of its programs, assets, and requirements to determine its ideal structure. The redesigned organization is better able to address short- and long-term Capital Improvement Planning and enhanced programs for infiltration and inflow, industrial pre-treatment, CMOM, and many other concerns.
