Abstract
INTRODUCTION In 1999, the Boston Water and Sewer Commission (Commission) implemented an innovative approach to identify and correct illegal (illicit) connections to its storm drain system. The area that was selected for investigation encompasses 6,000 acres with a population of 71,700. Storm water from the area discharges to the Charles River. This paper provides a summary of the Commission's illegal connection remediation program and the investigative approach that was implemented.
