Partnering Makes the Owens Lake Project Feasible
Abstract
The Los Angeles Department of Water and Power (LADWP) is currently engaged in remediation of the nation's largest dust (PM10) emissions source: Owens Dry Lakebed. In July 1998, LADWP signed a memorandum of agreement (MOA) with the Great Basin Unified Air Pollution Control District (District) to implement dust control measures at the lakebed. Recognizing the challenging aspects of the Owens Lake dust mitigation project, the LADWP decided to pursue a partnership approach to project delivery. Partnerships with the private consulting and contracting firms were seen as the best way to actually reduce dust emissions, meet the tight compliance schedule established by the MOA, and to minimize the use of Owens River water.
