Abstract
Rockland County Sewer District No. 1 has completed a project to locate an advanced wastewater treatment plant to serve an area located in a federally designated sole source aquifer. The sole source aquifer serves as a primary source of water supply for United Water of New York, Village of Suffern, Rockland County residents, and users in New Jersey. The sole source aquifer's water quality was at risk of being degraded due to failing septic systems within the service area. In addition, due to a four-year drought within the region, the potential recharge from the new advanced wastewater treatment plant was considered to be very critical. Thus, the potential impacts to local residents and to New Jersey residents was considerable. Therefore, this project made use of an extensive public participation program to locate an advanced wastewater treatment plant and to manage the impacts of water quality on the Ramapo River watershed. The public included regulators from New York and New Jersey, as well as local environmental groups. The overall goal of this project was to protect public health, improve the water quality and recharge potential of the sole source aquifer by providing an advanced wastewater treatment plant. The new wastewater treatment plant and collection system will serve several thousand local residents with failing septic systems and three existing centralized wastewater treatment plants providing secondary treatment.
