USING WATERSHED PLANNING FOR PHASE II STORM WATER NPDES COMPLIANCE
Abstract
The current national strategy for accomplishing Phase II of the storm water NPDES permitting program is based on requiring jurisdiction-based permits without involving watershed planning. The State of Michigan has adopted a General Permit that is available today on a voluntary basis to gain early compliance with the Phase II regulations. This voluntary permit requires that a single watershed management plan be developed for all political jurisdictions located within a watershed. Following a presentation of how these two permit options are used, the two approaches are compared and conclusions and recommendations are presented.
