Abstract
The City of Klamath Falls, Oregon (City) needed to address numerous short- and long-term regulations, in the context of long-standing and complex challenges within the Klamath Basin as a whole. These regulations included Total Maximum Daily Loads (TMDLs); National Pollutant Discharge Elimination System (NPDES) permits for both wastewater and Stormwater Phase II; Sanitary Sewer Overflows (SSOs); Capacity, Management Operation and Maintenance (CMOM); Governmental Accounting Standards Board Statement 34 (GASB 34); and the Endangered Species Act (ESA). In addition to meeting the requirements of these regulations, the City also wanted to take a sustainable watershed approach to planning and to implement the next phase of a regional energy generation facility. An Integrated Water Quality Management Strategy (IWQMS) was developed to help the City make well-informed decisions and take the first steps toward meeting long-term objectives.
