WEB SITE BASED CMOM PROGRAM DESIGNED TO FACILITATE PERIODIC MULTIPLE INTERNAL UPDATES AND REGULATORY REVIEWS

The Cobb County Water System (CCWS) – Capacity, Management, Operation & Maintenance (CMOM) Program was prepared and submitted as a requirement of the Georgia Environmental Protection Division's (GA-EPD) “Use of a Comprehensive Consent Order to Address Sanitary Sewer Overflows in the Zero Tolerance Area.” This special administrative process allows the CCWS to be regulated under reduced regulatory constraints as a result of instituting enhanced operation and maintenance elements for the collection system. The CCWS-CMOM Program development was initiated in late 2002 and was subsequently approved by the GA-EPD and went into effect on August 29, 2003. The CCWS is one of only two utilities in the state that has qualified for this distinction.The CCWS CMOM Program is targeted at minimizing, if not preventing, sanitary sewer overflows from the wastewater collection system. The Program far exceeds routine system operation and maintenance efforts. In addition, the CMOM Program complies with pending federal Environmental Protection Agency legislation and with the “Model Local Government - Zero Tolerance Policy” of the GA-EPD. Estimated expenditures for compliance with CMOM are approximately 15 million annually by the Cobb County Water System.The CCWS, through agreement with the GA-EPD, has chosen to place the CMOM document on a secured web site to facilitate data entry from multiple CCWS departments and consistently available and timely review of the document by various regulators. Thus, the CMOM program is presented as a living document with data constantly being revised on a variety of schedules depending on content. Consequently, current hard copy documents are not produced or maintained.
