Abstract
The New England Interstate Water Pollution Control Commission (NEIWPCC), a not- forprofit interstate agency established by an Act of Congress in 1947, serves its member states by providing coordination, public education, research, training, and leadership in water management and protection. In early 2001, the Massachusetts Department of Environmental Protection's representative to NEIWPCC's Executive Committee requested that NEIWPCC deve op a guidance document that wo uld assist sanitary sewage collection system owners, managers, and operators optimize the operation, maintenance, and rehabilitation of their systems. NEIWPCC received federal funding in the form of a 104(b) Water Quality Cooperative Agreement grant to proceed and, over the course of approximately two years, developed the Optimizing Operation, Maintenance, and Rehabilitation of Sanitary Sewer Collection Systems guidance manual. The manual highlights areas of day-to-day operation and maintenance and long-term system planning that can be implemented, improved upon, or documented in order to optimize system performance, enhance program effectiveness, and reduce overall long-term costs.
