Abstract
INTRODUCTION The city of Gloucester, located in northeastern Massachusetts (Figure 1), is America's oldest fishing port and a popular tourist destination in New England. Harbor-related commerce, such as lobstering and fishing, comprises a large percent of Gloucester's overall economy (Wilbur, 2004). Understandably, any action that may impact the waters surrounding Gloucester is of great concern to both officials and residents within the city.
