MAINTENANCE VS. CAPITAL SOLUTIONS: THE WSSC SSO CONSENT DECREE
Abstract
The Washington Suburban Sanitary Commission (“WSSC”) has negotiated a Consent Decree with the United States Environmental Protection Agency (“USEPA”). Through its historical maintenance data and conservative capacity planning process, WSSC was able to more precisely define the SSO problem and focus the resulting Consent Decree negotiations on operation and maintenance issues where the greatest impact to reducing SSOs would be measured. The proactive maintenance program (“PMP”), developed as a result of the Consent Decree negotiations, focuses work on the primary source of the sanitary sewer overflow (SSO) problem, sewer segments less than 15-inches in diameter and older than 20 years old.
