Managing California's Ever Changing Biosolids Regulatory Climate through the State's First Design-Build Biosolids Recycling Facility

In response to regulatory action, the Sacramento Regional County Sanitation District (District) implemented a highly diversified biosolids management program that includes two major elements as well as a number of backup options. The District engaged the private sector for the design, finance, construction, ownership, and 20 year operation and of a Biosolids Recycling Facility (BRF). In early 2005, the BRF began processing solids into heat dried pellets to be beneficially reused. The BRF is located at the Sacramento Regional Wastewater Treatment Plant (SRWTP), which is a 181 MGD regional facility utilizing a primary and secondary pure oxygen biological wastewater treatment process. The BRF, in conjunction with on-site and offsite disposal options, as well as other offsite recycling options, provides the District with a highly reliable biosolids management portfolio.
