Abstract
In August 2006 the Metropolitan District (District) entered into a consent order related to reported SSO events in the District's sanitary service area. As part of the consent order, the District was required to develop a comprehensive Capacity, Management, Operations, and Maintenance (CMOM) plan to identify potential deficiencies in the management and operations of its wastewater collection system; develop corrective actions for those deficiencies; and outline a Long Term Preventive Maintenance Plan to minimize the possibility of future deficiencies. The District chose a proactive rather than a reactive response to the requirement. It chose to use the requirements as an opportunity to engage key members of the workforce in a collective effort to develop lasting solutions to perceived deficiencies and to establish a renewed culture of continuous improvement.The success of the District's CMOM program hinged on three important factors:Every element of CMOM needed to be addressedPersonnel at all levels in the organization must be involved in the planning and implementation of CMOM activitiesPlanning must be rooted in CMOM goals yet flexible enough to respond to changing conditions.To succeed in addressing the CMOM Program and meet these three key elements, the District employed the assistance of a stakeholder group, “the CMOM Compliance Team”, consisting of a broad representation of employees from different departments from within the District.Based on the information developed through the CMOM Compliance Team, the result has been significant increases in resources for the wastewater collection system in meeting the requirements of the Consent Order.
