A Win-Win Public-Private Partnership: The Tampa Bay Water Case Study – Chapters 1 and 2: How a Design-Build-Operate Concept Yields Benefits to Agency and Public

Tampa Bay Water is a special district of the State of Florida created by an interlocal agreement among its member governments – Hillsborough County, Pasco County, Pinellas County, and the cities of New Port Richey, St. Petersburg and Tampa. Tampa Bay Water designed a DBO procurement for the 66-MGD drinking water treatment facility and received six qualified bids. The team led by Veolia Water was selected in April 2000, after an intense competitive selection process. It was determined the Veolia Water team possessed the technical capacity and the operations and maintenance (O&M) experience to make this DBO a success. This paper presents details about the Tampa Bay Water situation and the relationship that has evolved throughout the DBO process.
