Evaluating Collection System Management, Operation, and Maintenance Programs in the Northeast
Abstract
In order to develop a repeatable evaluation process, the New England Interstate Water Pollution Control Commission (NEIWPCC) in conjunction with the New York State Department of Environmental Conservation (NYS DEC) has completed a series of Capacity, Management, Operation, and Maintenance (CMOM) readiness reviews for wastewater utilities of various sizes. This evaluation process and the tools developed to implement it enable utility executives to selfassess the effectiveness of their collection system management, operation, and maintenance business practices and compare them to generally-accepted industry standards. The evaluation process allows utility executives to proactively develop system-specific plans and timelines to optimize their collection system programs.In addition, NEIWPCC has developed a series of collection system web pages (available at www.neiwpcc.org/collectionsystems) to allow interested stakeholders to access materials developed through this project, along with other collection system tools and resources.
