Construction Manager At Risk- Lessons Learned on the Sun Ray WWTP Project

To facilitate the expeditious implementation of the WWTF expansion, PCU entered into a Construction Manager at Risk (CMAR) agreement with Vogel Brothers Construction Company. The CMAR agreement was divided into two parts: pre-construction phase services and construction phase services. In addition, PCU entered into an agreement with PBS&J to provide design services for the WWTF. This paper presents the benefits and drawbacks of using a construction manager at risk for a project of this type from the viewpoint of the client (PCU), the construction manager (Vogel), the program manager (URS) and the design engineer (PBS&J). The project was successful and was completed within the FDEP Consent Order schedule and provided a number of learning opportunities.
