Abstract
Aging infrastructure is a consistent concern in most utilities, as it is in many Florida Governmental Utility Authority (FGUA) systems. In 2013, the FGUA underwent an RFP process to select an Energy Performance Contractor that might help identify, implement and measure energy efficiency operational savings improvements. Since the cost for such improvements could not come from existing ratepayers, the challenge to the selected contractor was to identify projects that could be financed solely from guaranteed cost savings that might be achieved via any improvements. The findings of this process are reviewed in this paper and the Advanced Metering Infrastructure (AMI) project that occurred as a result is the primary case study included herein.
