Merkelbach, Mark

Dr. William Lucas has provided innovative stormwater management designs for both new construction and urban retrofits for well over 30 years. He wrote Delaware's Green Technology Manual, and is co-chair of the LID Computations and the CSO-LID Task Committees of the ASCE/EWRI. Based on his doctoral research into nutrient retention in bioretention systems, he patented the advanced bioretention system and developed an improved P removal technology called the Phosphorus Elimination System (PES) to optimize phosphorus removal. His work has been awarded two US and 10 international patents. This technology has been installed in four states.

Using a Pay for Performance Contract to Deploy an Innovative Phosphorus Removal Technology

Abstract

The waters of the lower St. Johns River, Florida are experiencing more frequent harmful algal blooms (HABs) from excess total phosphorus (TP) loading due to nonpoint and point source discharges. The St. John River Water Management District (SJRWMD) has funded one of Florida’s first “pay for performance” project to provide high performance effluent treatment at the Fleming Island Wastewater Treatment Facility (FIWWTF) owned and operated by the Clay County Utility Authority (CCUA). The Sustainable Water Infrastructure Group (SWIG) designed, engineered, and installed a 46,500-sq.ft. Phosphorus Elimination System (PES) to treat 2 mgd per day of tertiary effluent with elevated TP. Over the past year, flow weighted inflows were 0.730 mg/L, while flow weighted outflows were 0.065 mg/L, a 91% removal percentage.
