Lemoine, Pam
Pam Lemoine is a Principal Consultant in the Strategic Advisory Group within Black & Veatch Management Consulting. She has over 34 years of experience in conducting strategic financial planning studies, cost-of-service analyses, and rate design studies for wastewater, stormwater, and water utilities. She has worked with municipal utility clients in strengthening utility financial condition, and developing rate structures to improve affordability and equity. She has also helped municipalities evaluate the feasibility of stormwater utilities to provide dedicated funding and improve equity in recovery of wet weather costs. Pam regularly presents utility issues and study results to a diverse range of stakeholders, and is currently serving on USEPA's Environmental Financial Advisory Board.
