Abstract
Primary Effluent (PE) and Secondary Effluent (SE) pipelines have provided the mission critical function of conveying forward flow at the Encina Water Pollution Control Facility (EWPCF) for over 30 years. In October 2012, Encina Wastewater Authority (EWA) conducted condition assessments of the conveyance systems including over 530 feet of 72-inch diameter RCP PE, over 600 feet of 72-inch SE pipeline, and associated junction structures. The assessments were a culmination of six months of planning, adaptation, and teamwork, and the results were fascinating.
