Mr. Ethan Wenger is the Deputy Director of the MWRA Deer Island Treatment Plant in Boston, Massachusetts. Mr. Wenger holds a Bachelor's of Science degree in Environmental Engineering Science from M.I.T. and a Master's of Science degree in Civil Engineering from the University of Massachusetts, Lowell. He is a Massachusetts registered professional engineer and holds a Massachusetts Grade 7 Operator's License. He has over 15 years experience working with wastewater processes.

Investing in Boston Harbor's Future: MWRA Deer Island Treatment Plant Capital Improvement Plan

Abstract

The Massachusetts Water Resources Authority (MWRA) Deer Island Treatment Plant was constructed between 1988 and 2000 at a cost of $3.8 billion. Asset management is a critical component of the MWRA’s long-term business strategy, and MWRA has budgeted significant funds to ensure that its treatment facilities are maintained effectively into the future. MWRA uses a Master Plan to outline its asset management goals over the next fifty years, and details of this plan are then incorporated into the annual Capital Improvement Plan (CIP). The CIP provides detailed information about anticipated future projects necessary to keep MWRA’s facilities operating at peak availability and effectiveness. The 2020 CIP provides for a total of $993 million for asset protection at Deer Island, of which $273 million are expected to be spent between 2019 and 2023.
