Rebecca Arvin-Coln is a senior manager in WEFs Stormwater Institute. Her work focuses on managing WEFs stormwater initiatives, including the National Municipal Stormwater and Green Infrastructure Awards Program and the National MS4 Needs Assessment Survey. She is also the liaison to two technical committees: Stormwater and Watershed Management. Ms. Arvin-Colon earned her MS in environmental policy and management from American Public University System and graduated with a BS in public policy and administration from James Madison University.

WEF 2020 National MS4 Needs Assessment Survey Overview and Results

Abstract

WEF's Stormwater Institute completed a first-of-its-kind national municipal separate storm sewer system (MS4) needs assessment survey in 2018 to better understand both the challenges and possibilities to which the regulated sector are subject. More recently, the SWI completed a second iteration of the national survey in 2020. The survey results identify where program gaps exist and opportunities to share lessons among peers. The intention of conducting this survey was to gather results that will in turn provide much needed information that can be used as a catalyst for developing new programs and policies to meet stormwater challenges. An executive summary and full report of the 2018 survey results are currently available. The SWI plans to publish the 2020 survey results report in February 2021. This presentation will focus on the 2020 survey objectives, methods, and analysis of the responses. Key take-aways from each survey section and conclusions will also be included, as well as a comparative analysis of the 2018 results. In addition, the presentation will include background information on WEF's Stormwater Institute, including the Rainfall to Results report that is as a visioning document for the Institute, as well as the Stormwater Institute's Advisory Committee and Subscribers.
