Abstract
The cost of energy is usually the second largest expense for a utility. The cost of energy is primarily controlled by outside market forces. In order for utilities to manage their energy costs, they must implement some type of energy management plan that will successfully and consistently implement energy saving plans, or energy efficiency improvement practices to meet this goal. A series of directions from top management will not accomplish this. An energy management master plan is the route to take. This is the journey that El Paso Water has decided to take.
