Dynamic Duo--Integrating Capacity and Risk in a Prioritized Approach to CIP Planning
Abstract
Dallas Water Utilities provides wastewater service to 1.4 million residents including 11 wholesale customers. In 2017, Dallas Water Utility (DWU) began updating the Comprehensive Wastewater Collection System Assessment (Master Plan). This paper reviews the developed CIP prioritization tool that enables DWU to make educated decisions and operate efficiently on a finite budget. DWU's wastewater CIP is now more than just a list of projects on a paper map. It is a dynamic system improvement tool in the staff's arsenal that helps provide a high level of service to DWU's wastewater customers.
