Shared Successes in Collaborative Delivery: Implementation of Large Diameter Pipelines
Abstract
JEA embarked on collaborative delivery of two large-diameter pipeline projects in Jacksonville, Florida. Collaborative delivery methods were selected primarily due to the required implementation schedule, ability to select contractor based on qualifications, and early input on each route’s cost-effectiveness and constructability. These large-diameter conveyance systems traversed over 18 miles and ranged in size from 20 to 36 inches in diameter. They were constructed using open-cut and trenchless construction methods, and within heavily congested corridors. Early input from the contractor to the design was critical to the project’s success. JEA’s goals of collaboration, owner integration, and communication were accomplished and both projects were successfully implemented. The work was completed ahead of schedule and below the established guaranteed maximum price (GMP).
