Reuse Rulemaking Roadmap for the Great Lakes and Mississippi River Basin
The purpose of this document is to provide a primer for regulators, policymakers, and advocates looking to advance water reuse rulemaking in the Great Lakes and Mississippi River Basin (MSRB).  While some of the Great Lakes and MSRB states do not face explicit regulatory barriers, many are hesitant to be the first to implement new technologies or water management strategies. In other cases, states develop rules in isolation, without the advantage of learning from peer experiences. This roadmap helps bridge those gaps, providing examples of rulemaking approaches and practical applications from states with similar conditions to inform and accelerate progress across the Great Lakes and MSRB.
