New Financing Opportunities in the Clean Water State Revolving Fund Program
Abstract
The Clean Water State Revolving Fund (CWSRF) is a low cost source of funding for a wide range of water quality projects. Since its inception, the CWSRF program has provided over $105 billion to water quality projects nationwide, making it EPA’s biggest water quality funding source. On June 10, 2014, President Obama signed into law the Water Resources Reform and Development Act of 2014. Among its provisions are amendments to the CWSRF program, which include, among other things, new eligible project types, the ability to provide additional subsidization, and several new requirements. This manuscript describes the new opportunities made available by the recent amendments to the program as well as the new requirements.
