Make Every Dollar Count: Independent CIP Review for Validation of the Oklahoma City Water Utilities Trust Capital Plan
Abstract
ARCADIS completed an independent Capital Improvements Program (CIP) review for the Oklahoma City Water Utilities Trust (OCWUT) to validate the CIP process and the resulting proposed CIP to support the rate adjustments adopted by the Board of Trustees. The scope of the study included a review of the current capital planning process and procedures, interviews and discussions with individuals and small groups, and a workshop to review current projects in the CIP and map the current process from project origin to approval. The study also included an analysis to compare the CIP projects to OCWUT’s priorities, current master plans, known contractual requirements, and other specific directives. This paper will summarize the findings and recommendations of the study and the benefits to OCWUT as a result of the study.
