Abstract
The City of Sacramento provides water treatment and distribution and sewer collection services for 500,000 in northern California. The City also provides solid waste and storm drainage services for much of the City. The City operates one of two combined sewer and storm drainage systems in the state of California.As with other municipal wastewater agencies, the City faces competing needs for scarce resources. Based on these disparate needs, as well as varying priorities by division within the organization, the City required a centralized planning and decision-making tool, which would allow the management team to make collective capital, operating, policy and funding decisions.The proposed paper and presentation describe the program development process, including the needs assessment, the interactive nature of the work between the management team and the consultants, and the final implementation and program roll-out. Specific attributes of the program and features developed to meet the management team's unique resource planning needs are also discussed.
