Innovative Project Delivery Strategy and Technology for Greenfield Refinery
Abstract
The O&G market is currently experiencing increased production to bring new supplies to market. In this economic climate, an edge is gained by streamlining the refining process to match the new crude composition and bring products to market faster. These new refineries are smaller, and are designed to be nimble in the market. However, the regulatory landscape is more challenging for new facilities than it was for older facilities. Strict environmental limitations and permit approval processes challenge the refiners’ ability to execute new capital projects that are formulated in response to market demands. A highly integrated approach to design and permitting is the best answer to fast-track a new project, meet business needs, maintain lasting environmental compliance, and deliver cost-effective solutions to the challenges encountered along the way. This paper presents one such example for a greenfield refinery on a space-constrained site in the gulf region with an accelerated schedule.
