A Comparative Analysis for Improving the Customer Odor Complaint Experience
Abstract
This paper describes the public odor complaint process from two countries’ perspectives including New Zealand and the United States. In 2012, the author completed a study tour in New Zealand focusing on six wastewater treatment plants throughout the North and South Islands. The purpose of the study tour was to learn how New Zealand regulated odors, procedures used to assess odors, and decision-making methods for designing of new facilities. This provided valuable insight and a foundation for a comparative analysis. The Orange County Sanitation District (OCSD) is the primary agency referenced for comparison purposes in the U.S. although insight is incorporated from other wastewater agencies.
