Abstract
The water bodies within and surrounding New York City are central to the commercial and recreational activities in the area, and have been so throughout its history. A major recreational resource is Flushing Bay, an embayment off the East River in the northern part of the borough of Queens. Surrounding Flushing Bay are recreational marinas, park land, commercial facilities and residential areas, as well as LaGuardia Airport (See Figure 1). Flushing Creek, which flows into the Bay from the southeast, is the only fresh water source and the principal flow in Flushing Creek is from combined sewer overflows.
