Abstract
Water utilities throughout this country and the world have historically focused on the need to provide quantities of water. Quantity has been the focus of most major water supply projects; without water, growth and development slow or halt. Although drought conditions pose water quantity problems that most water suppliers are familiar with and have contingency plans for, water quality changes are possible and have been observed in many parts of the United States.
