REINVIGORATING EPA's POLICY AND SUPPORT FOR WATER QUALITY TRADING
Abstract
At about the same time the National TMDL Science and Policy Conference takes place, the Environmental Protection Agency (EPA) will be close to issuing a final, updated policy on water quality trading. This paper describes the impetus for EPA's renewed efforts to support trading and some of the key provisions of EPA's proposed trading policy. A fuller description of the final policy will be possible in the November conference presentation, once public comments on the May 15, 2002, proposed policy have been fully considered and the final policy has been further developed.
